APWU: Bulk Mail Tech and Mailing Requirement Clerk Position Qualification

June 9, 2021
On June 7, 2021, Clerk Craft Director Lamont Brooks reached agreement with the Postal Service to extend the Memorandum of Understanding (MOU), Re: Bulk Mail Tech and Mailing Requirement Position Qualification. The MOU, which was originally dated April 3, 2020, is extended through August 6, 2021.

The MOU was agreed to because of COVID-19 issues that prevented employees from receiving training for these positions in the customary manner and instead created a virtual learning process in addition to on-the-job training (OJT) using social distancing. The agreement also suspends Exam 427 for the life of the MOU and states, “The virtual learning and OJT will serve as the qualification necessary for placement in the position”.

A copy of the MOU and the extension are included with this update.

If a pending bulk mail clerk (waiting for class training) bids out, does the bid going to next inline, unassigned, or is it reposted?

Note there could be a 6 week waiting period for class training.

Old school was to put a letter of intent incase senior bidder fails 1st test. No one has heard of this letter of intent.
