USPS OIG: Are Scheduled Times and Hours for HCR Trips Accurate?

Highway Contract Route (HCR) suppliers provide contracted transportation service based on established scheduled hours for the drivers to complete the trip. The times for the trip are manually entered in the system. Incorrect entries may result in inaccurate payment, increasing transportation costs.

Our objective is to determine the accuracy of HCR scheduled hours and payment.

Our review excludes Dynamic Route Optimization, Go Anywhere, and Contract Delivery Service contracts.

  • What issues have you experienced with HCR schedule inaccuracies?
  • If trips are consistently arriving early, should the established scheduled hours be reviewed and adjusted?
  • How often should the Postal Service review and update HCR schedules to improve accuracy of schedule times for routes?
