USPS releases Delivering for America: Second-Year Progress Report

The Postal Service has released Delivering for America: Second-Year Progress Report, an update on the organization’s 10-year plan to achieve financial stability and service excellence.

Since the plan was published in March 2021, USPS has achieved significant milestones, including:

• Aligning for operational excellence. The Postal Service is focused on becoming a high-performing organization aligned around achievable goals and accountability.

• Becoming positioned to financially break even, despite inflation. Projected losses for the decade have been reduced by more than half — from $160 billion to $70 billion — providing significant progress toward the goal of breaking even in 2030.

• Fostering service excellence. USPS is closing in on its goal to deliver 95 percent of all mail on time. In fiscal year 2022, all market-dominant products increased service performance when compared with the previous year, and 95.6 percent of packages were delivered on time, with 99.9 percent being delivered within three days.

• Converting 125,000 precareer employees to full-time positions. These conversions, which began in 2020, include 50,000 conversions from April 2022 to March 2023.

• Modernizing the delivery and processing network. Almost $7.6 billion of the plan’s $40 billion self-funded investment budget has been committed to network improvements.

These include six large, centrally located sorting and delivery centers (S&DCs) that have opened to date, with evaluations underway for more than 100 additional sites nationwide.

Meanwhile, design work is underway for 11 regional processing and distribution centers (RPDCs), with four to be built in 2023. About 60 RPDCs — some more than 1 million square feet in size — are expected to open in the coming years.

• Increasing daily package processing capacity. USPS has installed 249 package processing machines across the country, boosting the organization’s daily package processing capacity to 60 million.

• Updating and electrifying the USPS fleet. Last December, the Postal Service committed to acquiring 106,000 new vehicles, including at least 66,000 battery electric delivery vehicles and at least 45,000 battery electric next-generation delivery vehicles. The organization also announced the order of 14,000 electric vehicle charging stations.

Other important milestones include the passage of the Postal Service Reform Act of 2022, the implementation of new pricing authority and service standards and the rollout of new package delivery offerings, including USPS Connect.

“As we enter the third year of our Delivering for America plan, there is a new energy and vibrancy at the U.S. Postal Service,” said Postmaster General Louis DeJoy.

“As I travel the nation meeting with the great men and women of the Postal Service, it is clear the investments we are making are paying off — and it is showing through our improved delivery for the American people and our business customers. The progress we’ve made in the last two years demonstrates that our plan is realistic and achievable. We’re just getting started.”
