The Postal Service has rolled out a new Overtime Admin Tool for the city carrier and clerk crafts.
“OTAdmin is intended to serve as a tool to assist local managers and supervisors administer and track clerk craft bargaining-unit overtime. The application will help users assign overtime more efficiently and consistent with the appropriate collective bargaining agreement and local memorandum of understanding (LMOU). … It is anticipated that nationwide implementation will be completed by the end of Fiscal Year 2017.”
The utilization of OTAdmin does not change the provisions of Article 8 or Article 30. Violations of Article 8 and Article 30 – LMOU tours and sections – should be grieved as if this program does not exist. The program is designed to break down the applicable ODL(s) by tours and sections – overtime calls for Begin Tour, End of Tour and for N/S days. The system currently provides two reports: “Call Notification List” and the “Rotation List”. The program also keeps track of make-up overtime and provides an email warning to the supervisor when a PSE nears 8 hours in a service day.
The OTAdmin tool was developed because of the vast number of overtime grievances and payouts. Given the large number of employee overtime calls and bid changes these days, this OTAdmin tool looks labor intensive to maintain. Attached is a USPS PowerPoint that explains how it works.
