Most Level 22 post offices and below have dropped below the 100 man-year threshold in this contract. Attached is the official list. That brings into play the Article 1.6.B Global Settlement. It says that supervisors may perform bargaining unit work when it is listed in their position description. There is only one supervisor position that does: Supervisor Customer Services EAS-17. It says, “May personally perform certain non-supervisory tasks in order to meet established service standards, consistent with the provision of Article 1, Section 6, of the National Agreement.”
Article 8 Section 1 says the work week for full-time regulars shall be eight hours per day within ten consecutive hours in post offices below the 100 man-year threshold. (NTFTs are an exception.) If your post office is not listed in the attachment, this two-hour lunch provision applies to you.
