Management is ordering MM’s level 7 to take Tray Management System (TMS) calls, not just to push a tray but to actually log onto a menu driven system computer to clear jams. They seem to be doing this so as to not need to promote employees to higher levels to do the work. They claim the JCIM allows them to have the MM’s do this work. Any help on this matter would be appreciated.

Level 7s are NOT suppose to log into computers on any Mail Processing System. The job of Level 7’s DOES NOT include area assurance. Area Assurance means troubleshooting and Level 7’s DO NOT DO diagnosis or prognosis work.

Notice number 1. Diagnosis is listed, while it is not in Level 7 MM.
The contract also says MPE’s can replace printed circuit boards as long as they are external to a computer. Meaning MPE’s don’t work on computers, that’s ET work. So MM-7 can’t either.

The JCIM does address this in Article 38 Q/A. We don’t use MM on RCS/HSTS but I have seen a mechanic clear a jam in an attempt to keep mail moving. Management used to staff the robots with a MPE whenever processing, however several years ago they determined it would be a service call… as you can imagine, production has dropped dramatically.
