    In 2006 Congress said the Postal Service shall provide reemployment assistance and early retirement benefits for employees displaced as a result of the closing and consolidation of any of its facilities. Ref: Postal Accountability and Enhancement Act, Pub. L. 109–435, Title III, § 302 (e).

    With Phase 2 plant consolidations going on in 37 states, I would think the Postal Service would be offering voluntary early retirements nationwide to provide landing spots for displaced employees, not just in the clerk and maintenance crafts, but also in the city carrier craft. They still haven’t digested the people displaced in Phase 1 consolidations.

    I’ve noticed that CCAs are being converted to career carriers in offices under Article 12 withholding. Why is that?
