I am a full-time regular Postal Clerk of 28 years. I regularly work 40 hours per week.
Have recently started a second business, and since I am in my final 4 years of towards Postal Retirement, I am sort of thinking of going more towards a part-time position with the service.
There is a job that has just been posted at an AO office very close to my home.
It is being listed as a NTFT Flex FULL TIME position with guarantee of 30 hours.
I have never heard of this before. 30 hours would sort of be considered part time. Not sure where the FULL TIME comes in, but it was suggested to me that this was a term negotiated a few years back.
In any event, I think going to 30 hours would be perfect for me. Though it’s 5 hours per day/6 days a week, I would only work from 2:15-7:15am every day. I would home by 7:30 every morning and have the rest of the day to devote to my business prospects.
However, I am a little concerned what a 30 hour work week would do to my postal retirement.
* I am aware that I earn less Annual and Sick leave once I drop down below 40 hours.
* I am aware that I may possibly not get paid for holidays. I know part-timers don’t. Not sure if Full Timer NTFT do.
* I have worked my high 3 (Level 7). So, despite what I do now, my retirement/pension should be based upon those high 3 years.
Am I crazy going from a full-time regular position to a full-time NTFT position that is almost around the corner from my home and offering the most perfect hours for my needs?

What if you were the only city carrier in the office (PTF) and when CCA as of September 15th became PTF?
Well now I went from 5 days a week to 3 days a week. I’m now having to split my hours with the new PTF in office.
Would it be bad for me to ask to try to become NTFT?
I work 7 hours a day – give or take – from day to day. Street time runs 6 hours if run right.
Just need some help.

Is it true that once the schedule is posted which happens to be on a Wed and later that day changed the schedule completely around and I am a NTFT this cannot be done? Also we have PSE’s that are getting 40 hours when I am only getting 36. Can this be done as well?

So, is it my understanding than that if I am to bid on a NTFT job which is to be posted for our RMPO with 39 hours, that I will be considered Part-time since it is under the 40 hours, to the extent that I would earn less annual, sick leave and years credit for retirement?

I am taking it on faith (and because Randy allowed you to post this) that you pay your dues, so I will point out a few things:
Under our last contract 30 is considered full-time. But, it is considered “Non-Traditional Full Time (NTFT). After 28 years and being from the local (I hope) you belong to, I don’t understand how you didn’t know about this or the utter shitstorm it caused both while it was up for ratification and the result of it being ratified.
What you have to be wary of is the “flex” part. That means your schedule can and likely will change from week to week and pay period to pay period due to the “needs of the service” as long as your 30-hour schedule is posted by the Wednesday prior. I’m not sure if this is the Wednesday before each week or before each pay period. Ask a local steward/officer.
The other thing to be aware of is that as a federal employee working 30 hours per week, you will only get 3/4 of a years worth of work credit when it comes time to calculate your pension. For some reason, the Office of Personnel Management did not have the foresight and wisdom to agree with the APWU and USPS that 30 hours/week was “full time.” So your “four more years!” will only count as three when your years of service is calculated.
