Have you looked at eReassign this month? Only 61 Full-Time Regular clerk duty assignments were posted on eReassign this month. Normally, there are ten times that number. Only 17 districts posted any FTR clerk duty assignments. Most (40%) were in California. 51 districts posted NO FTR duty assignments this month.
It is common for transfer requests to take years. For that reason, I advise against waiting for something to be posted under “Reassignment Opportunities.” Somebody could beat you by one day! If you have a standing request for transfer to somewhere, you must renew your request before one year is up or you lose your place in line. eReassign does not send out reminders. You can renew your request up to 90 days prior to the expiration date. There is no limit on the number of reassignment requests you can submit nor is there a limit to the number of times you can renew your request.
Noncareer employees have the most freedom of movement. They can move from one post office to another or from one craft to another with a minimum five-day break. They do not have to wait a minimum of 12 or 18 months in their post office nor must they have a sterling work, safety and attendance record. It is extremely hard for career employees to transfer. Some have had to quit and take a PSE position.

I think if you want to work in a different location, the best idea would for you to locate a soon to be retired employee. Ask that employee to transfer to your position and you take the retiree’s position. You may have to sweeten the deal by paying the retiree an airline ticket, motel lodging or so forth. But you would most likely keep your seniority in this transfer scenario.

The question is why haven’t these positions been posted? There is a total lack of communication and accountability in the APWU. Here in Springfield they are letting bids constantly fall through the cracks. PSE’s are not being converted. There is no oversight.
