“This management alert presents the results of our self-initiated review of mail processing operations at the Southern Maine Processing and Distribution Center (P&DC) (Project Number 15XG015NO000). Our objective was to assess mail processing operational changes at the Southern Maine P&DC in response to the January 5, 2015, service standard revisions. We concluded the Southern Maine P&DC experienced high volumes of delayed mail following the operational changes.

    This is a VERY interesting report from the USPS OIG on a mail processing plant in Maine. The facility experienced mail processing delays after realigning its internal mail processing schedule for the new delivery standards and absorbing much of the workload from other facilities in Maine through consolidation.

    In this case, OIG took photos of delayed mail on the workroom floor for their investigation, photos much like the ones I took for OIG in Cape. The difference? That facility wasn’t targeted for consolidation. It was a gaining facility, as it It gained 39 workers in November of 2011 when it took half the workload previously handled in Portsmouth, N.H. It also absorbed the Eastern Maine Mail Processing Center sometime after 2012.
