USPS OIG: Is the Postal Service Saving Maintenance Workhours as Planned?

The Postal Service’s Five-Year Strategic Plan – Fiscal Year (FY) 2017 to 2021 outlines an initiative to evaluate, right-size, and equip the mail-processing infrastructure and transportation networks to increase operating efficiency, reduce costs, and improve reliability against standards. One component of the mail-processing infrastructure is building and plant equipment maintenance. Building and plant equipment maintenance consists of non-supervisor workhours of operations maintenance employees involved in all building maintenance activities and all activities devoted to the maintenance of building utilities, heating, air conditioning, lighting, and other plant equipment.

The objective of our audit is to evaluate the effectiveness of the Postal Service’s FY 2017 maintenance optimization initiative in the Southern Area.
