USPS Management Instruction on Back Pay

Management Instruction EL-430-2017-1: Back Pay
Effective February 16, 2017, the Postal Service™ is issuing Management Instruction (MI) EL-430-2017-1, Back Pay, to update policy and procedures for the back pay compensation process. The document provides:

  • A brief overview of the back pay compensation process,
  • Information about organizational responsibilities, and
  • The procedures for processing a claim.

Once posted, the MI EL-430-2017-1 will supersede all previous management instructions for the back pay compensation process on the Postal Service PolicyNet website.

PS Form 8038 and PS Form 8039 Revision: Back Pay Compensation Process
Effective February 16, 2017, the Postal Service™ is revising PS Form 8038, Employee Statement to Recover Back Pay, and PS Form 8039, Back Pay Decision/Settlement Worksheet to update policy and procedures for the back pay compensation process. Revised PS Forms 8038 and 8039 are both available on the Postal Service PolicyNet website.
