USPS Equal Employment Opportunity Policy Statement (revised May 1, 2023)

Effective May 1, 2023, the Postal Service reissued its Memorandum of Policy (MOP) HR-05-01-2023-01, Equal Employment Opportunity Policy Statement (see below or blue.usps.gov/cpim/ftp/policy/hr/hr050120231.pdf).

The Equal Employment Opportunity Policy Statement was revised to meet the requirements of the Equal Employment Opportunity Commission’s (EEOC’s) Federal Agencies Management Directive 715 (MD 715), Section I, Element A, Subsection 2 (a)–(e), which states that the policy statement must include at least the following principles:

a) Equal employment opportunity for all employees and applicants for employment, regardless of their race, religion, color, sex (including pregnancy, gender identity, and sexual orientation), national origin, age, genetic information, or disability.

b) All employees will have the freedom to compete on a fair and level playing field with equal opportunity for competition.

c) Equal employment opportunity covers all personnel/employment programs, management practices, and decisions, including, but not limited to, recruitment/hiring, merit promotion, transfer, reassignments, training and career development, benefits, and separation.

d) Workplace harassment will not be tolerated, and the agency will correct the harassing conduct before it becomes severe or pervasive.

e) Reprisal against one who engaged in protected activity will not be tolerated, and the agency supports the rights of all employees to exercise their rights under the civil rights statutes.

In accordance with the EEOC’s MD 715, this policy is updated annually and prominently posted in the following locations:

  • All personnel offices;
  • Equal Employment Opportunity offices;
  • On the agency’s internal website; and
  • Throughout the workplace.

This policy reaffirms the Postal Service’s commitment to equality of opportunity in every aspect of employment and supersedes MOP HR-07-01-2021-1.
