Dear Mark:

As you are most likely aware, the Postal Service is currently conducting a reduction in force (RIF) for certain nonbargaining employees. The subject RIF is the result of the elimination of various nonbargaining positions across the country.

The Postal Service has identified two nonbargaining employees who, as result of their positions being eliminated, as well as their preference eligible status, are being offered placement, by way of Specific RIF Notices (SRNs), into APWU-represented bargaining unit positions. The positions offered to these are both Address Management Technicians, which are, respectively, assigned to the Detroit, Ml and Phoenix, AZ installations/bid clusters.

Please note, the offers of placement into APWU-represented bargaining unit positions are not final and do not mean the employees will automatically be placed into those positions; rather, the subject employees have the option to seek placement into other nonbargaining positions prior to the elimination of their current nonbargaining positions. Further, these offers of placement to bargaining unit positions are being made consistent with the Postal Service’s obligations under federal law, namely the Postal Reorganization Act (PRA) and the Office of Personnel Management’s (OPM’s) RIF regulations.

Clerk Division Director Lamont Brooks is the case officer for the notification.
