Operational maintenance question

At our P&DC management is reverting an ET position on T1 and posting it as an MPE position. This would set us at 6 ET’s and 2 MPE’s. 75% ET’s to 25% mpe’s I was told that on operational tours we are supposed to have 80% ET’s but have not been able to find any…
