May 15, 2014 – The APWU and USPS have reached a Step 4 settlement [PDF] that resolves a discrepancy between the Collective Bargaining Agreement and Joint Contract Interpretation Manual (JCIM) [PDF] regarding the conversion of MVS Craft Postal Support Employees (PSEs) into residual vacancies, Motor Vehicle Craft Director Michael O. Foster has announced.

Article 39.2.A.11 of the contract requires the conversion of PSEs into residual vacancies when the vacancies occur within the same occupational group and grade, but Appendix C, Question 5, of the 2012 Joint Contract Interpretation Manual (JCIM), doesn’t. The settlement stipulates that, in accordance with the Collective Bargaining Agreement, conversions are required.

“This settlement, along with the Memorandum of Understanding on Filling Residual Vacancies, should expedite the process in the Motor Vehicle Service Craft,” Foster said.
