Our office sent letters to the two senior PSE’s on the rolls now working to be converted to full time regular with a choice of two positions. The one PSE was told if she did not take either position that she would be terminated. She currently is in an office that works only four hours a day and she doesn’t want to take the full time position and would like to pass it down to the next PSE. But she also does not want to be terminated, she likes the four hour position.
My question is does she have to take the full time position or is she terminated if she refuses?

Yes, she has to accept conversion or she will be terminated. She cannot pass it. We saw this happen in our MPU.
