Postal Worker West: The Contract Is Now In Your Hands

WASHINGTON DC- The Tentative Agreement between the USPS and the APWU received the go ahead from the Rank & File Bargaining Advisory Committee to be sent to the membership for a ratification vote.

The Negotiating Team reached a Tentative Agreement with management during one of the government’s most turbulent times. However, the National Negotiating Team does not have unilateral authority to impose the contract on the membership.

The Union’s Constitution provides that the Rank & File Bargaining Advisory Committee has full veto power over a proposed National Agreement (contract). The Committee decides whether to send the new Tentative Agreement out for a vote and oversees the ratification vote conducted by an election firm.

“The beauty of our democratic Union process is that the ultimate power over accepting the terms of our contract related to rates of pay, fringe benefits, hours of employment, conditions of work and grievances is in the hands of the membership. The members have the real power,” said Regional Coordinator Omar Gonzalez.

NALC President Brian Renfroe is solely responsible for this fiasco by agreeing to a tentative agreement with similar raises and then when the NALC Membership rejected the paltry raises, an arbitrator upheld them. This set the precedent for what all Postal Unions will receive in arbitration this round of contract negotiations.

I expect we will get the same results if we don’t ratify and we go to arbitration. All I can see arbitration doing for us at this point is delaying our backpay, or worse. I don’t see a choice here or any viable alternative, Renfro’s fix is in.
