Postal Service’s Policy on Workplace Harassment (reissued May 1, 2023)

Effective May 1, 2023, the Postal Service reissued its Memorandum of Policy (MOP) HR-05-01-2023-2, Postal Service’s Policy on Workplace Harassment (see below or blue.usps.gov/cpim/ftp/policy/hr/hr050120232.pdf).

The Postal Service’s Policy on Workplace Harassment was revised to meet the requirements of the Equal Employment Opportunity Commission’s (EEOC’s) Federal Agencies Management Directive 715 (MD 715), Section I, Element A, Subsection 2 (d), which states that the policy statement must include at least the following principle:

  • Workplace harassment will not be tolerated, and the agency will correct the harassing conduct before it becomes severe or pervasive.

MOP HR-05-01-2023-2 must be posted prominently in the following locations:

  • All personnel offices;
  • Equal Employment Opportunity offices;
  • On the agency’s internal website; and
  • Throughout the workplace.

This policy reaffirms the Postal Service’s commitment to providing a work environment free of harassment and supersedes MOP HR-07-01-2021-2.

The reissued Postal Service’s Policy on Workplace Harassment is available on the Postal Service PolicyNet website.
