I have a question:
I am trying to grieve a situation where a Postmaster is changing the schedule of a NTFT flex frequently. He is doing it by Wednesday of the preceding week but he is changing the schedule like he has a PTF, not a NTFT. I am told the NTFT should work the schedule of her job most of the time but I have not been able to find definitive language that says her schedule should not be changed at the whim of the PM. Anybody got any guidance?

The changing of the NTFT Flex should only be changed to cover for leave by other FTR clerks in the station that are on leave of some sort. Other than that, they should remain in their set schedules. That was the reason that management was given the opportunity to have a flex. Also, the flex cannot work any less hours than their original bid job each week. They can work more, if less than 40 but not less.
