The USPS will bring all salary schedules current (both GWI and COLA adjustments) required under the 2018-2021 National Agreement on August 17, 2019 PP 18-2019 and will be reflected in the paycheck received on September 6, 2019.

In accordance with Article 9, Section 1.A of the 2018-2021 National Agreement, the basic annual salary schedules (Tables One and Two) in effect on May 20, 2018, with proportional application to hourly rate employees, for those employees covered under the terms and conditions of this Agreement, shall be increased as follows:

• Effective November 24, 2018
  The basic annual salary for each step shall be increased by an amount equal to 1.3% of the appropriate March 03, 2018 salary schedule.

Note: The November 24, 2018 General Wage Increase (GWI) will be processed by the USPS in PP 18-2019 and reflected in the paycheck received on September 6, 2019. The retroactive portion of the November 24, 2018 GWI will be calculated by the USPS after PP 19-2019 and will be paid as soon as administratively practicable after PP 19-2019.

Cost of Living (COLA) Adjustments

The July 2018 COLA will be paid retroactively. This COLA will be $229 annually for Table One and Step 15 of Table Two. The amount will be applied proportionally to Steps 1-14 in Table Two.

Note: The July 2018 COLA will be processed by the USPS in PP 18-2019 and reflected in the paycheck received on September 6, 2019. The retroactive portion of the July 2018 COLA will be calculated by the USPS after PP 19-2019 and will be paid as soon as administratively practicable after PP 19-2019.

The January 2019 COLA would also apply retroactively; however, the calculations based on CPI between July 2018 and January 2019 resulted in a COLA of zero.

Pursuant to the release of the July 2019 Consumer Price Index – Urban Wage and Clerical Workers (CPI-W), and in accordance with Article 9.1.E , the third COLA adjustment of the 2018-2021 National Agreement will result in a $624 increase for eligible rural carriers. This COLA adjustment will be effective August 31, 2019, (PP 19-2019) and will be reflected in the paycheck dated September 20, 2019. This COLA will be $624 annually for Table One and Step 15 of Table Two. The amount will be applied proportionally to Steps 1-14 in Table Two.
