NPMHU Challenges Planned Closures and Consolidations via National Level Grievance

NPMHU_Logo_LARGE(September 22, 2014) The National Postal Mail Handlers Union has initiated a Step 4 grievance concerning violations arising from the Postal Service’s plans to close or consolidate approximately 82 facilities starting in January 2015. In particular, the NPMHU believes that the Postal Service’s decision to close or consolidate these facilities is a violation of Handbook P0-408, Area Mail Processing (AMP) Guidelines, which is incorporated into the National Agreement through Article 19.

    I wonder why the NPMHU didn’t cite Section 302 of the Postal Accountability and Enhancement Act? They would find admissions against self-interest in the USPS Section 302 Network Plan and the testimony of postal witnesses in Postal Regulatory Commission Docket #N2012-1. The exercise of management rights must be consistent with federal laws and regulations.
