New to craft custodian requested to take the tests under the MSS new to craft process. Management messed up the original procedure so a grievance had to be filed. Won the grievance at Step 3 with remedy of being allowed to take the tests and if successful, the local would determine if employee was bypassed on any promotions after 150 days of his entrance into maintenance. Since there was one new hire (MM7), this could have led to about 6 months of possible back pay remedies.
Employee passed all of the MSS computer based exams at the testing center. Management scheduled his interviews with district which he completed. District gave him ineligible ratings on all four of the interviewed positions, (possibly to nullify his pending grievance settlement) including the MM7 which is basically an entrance job into MPE maintenance.
