NAPUS: Effective January 2016, USPS Enhances Non-Bargaining Pay Policies 


The Postal Service has modified existing pay policy concerning promotion increases when non-bargaining unit employees are promoted to higher grades and when non-bargaining employees voluntarily change to a lower level. As part of the pay policy change, effective January 2016, Pay-for-Performance (PFP) salary determination methodology will also change to provide that an affected EAS employee’s salary be brought to the new minimum (if it’s below that amount) before determining the salary effect of the employee’s PFP rating.

The Postal Service stated that these revisions will enhance non-bargaining pay policies and strengthen fairness concerning the interests of our employees and the Postal Service.
