I would appreciate it if everyone would forward the attached to as many Locals and members as you can. It would be great if all size installations could get this posted on their Union bulletin boards. As bad as the cheating was expected to be, it has gotten worse. Thank you in advance for your help and assistance.

    Wow, some things just never change. The Ink isn’t even dry on the Agreement and Management is still recording custodial work done that was never done???? It’s true because I’ve seen it with my very eyes at facilities in Northern Illinois. In a North Chicago AO they have a new custodial package. The Old package called for 2 full-time Custodians and 1 part-time regular (80 custodial work hours per week). 2 custodians retired and were never replaced. Instead, the Postmaster would offer occasional over-time to the one remaining custodian???? When the one remaining custodian was sick or on vacation, they would have a Clerk or Carrier on over-time do the work???? So now North Chicago has a new reduced staffing package that calls for 8 hours of custodial work 6 days a week. Guess what? They still have only one custodian and they still use clerks and carriers to do custodial work???? And you ask why doesn’t the union do something about it huh??? Well it’s like this if you have custodians who never belonged to the union and you are located at a facility without APWU representation, who’s going to file the grievance????? Who would even know this was going on for over 10 years.

    Totally agree.
    In the Philadelphia district just about every office had met the threshold.
    Amazing, even in offices without custodians. Management abused and cheated by working custodians in different offices. The hours may have been reached but not by the individual installation. Knowing management they probably used the same hours twice.
