So does this Step 4 mean that retroactively I should have been placed into a Level 9 Vacancy that was available in the Area even though it is slightly over the 50 mile as allegedly negotiated by the union, only 48 miles as the crow flies, but apparently over 50 miles commuting than coerced into taking a Level 5 job, and then transferring to the vacant level 9 position, and loosing all of my maintenance seniority and being leap frogged by employees from my original installation who were excessed to my current facility?
