INTRODUCTION
The United States Postal Service is seeking to procure an independent supply of outsourced trailers for the transportation of mail to cover peak season needs for mail transportation during the holiday mailing season. The peak season Trailer Services (TS) locations, quantities, and technical specifications are included as a part of the solicitation in Attachment 1.

BACKGROUND
During peak season 2013, approximately 2,000 conventional closed-van, overhead-door, eTrack/Logistics Posts trailers meeting special peak season requirements were primarily used at National Distribution Centers (NDCs) and Processing and Distribution Centers (P&DCs) within an inter-facility surface transportation network were leased. The start date was November 25, 2013, and all equipment was returned by January 8, 2014.
