I have a question regarding ET10s and MPE9s working down to vacuum machines. In our Plant we are short 6 MM7s. Supervision is putting ET10s and MPE9s on DBCS without an MM7. The ETs are not being told to work down to do the MM7 route, they are just doing it because they want to. My question/argument is should the MM7s be maxed out on OT before they allow the ET10s and MPE9s to do our Route? I can’t seem to get a clear answer from my local. I just want to gather some other information.

No they do not need to maximize the MM7s in this scenario. The ET10 and MPE9 positions encompass the MM7 position. Meaning that anything an MM7 can do on a machine the higher levels can do also. You may have heard it said in reverse that anyone can work down. It’s also worth noting that the tasks you refer to as MM7 tasks are not owned by the MM7s. Those task have a minimum skill level of 7. Minimum being the key word there.
The true violation you have that needs to be grieved is why aren’t management filling your vacant positions? Article 38 is pretty clear on what to do to fill a vacant maintenance position. If it’s not already being addressed then your local needs to be grieving that.
