ELM Revision: Leave Accrual Changes for Certain Postmasters and EAS Employees
Noncareer employees (PSEs, CCAs, RCAs, MHAs and PMRs) who go directly into EAS management jobs get about 25% less annual leave and sick leave than their peers. This cut in benefits applies to newly hired career postmasters and supervisory or managerial non-bargaining employees, and non-career employees converted to those positions, with a career appointment date on or after October 6, 2012, and who are without any prior federal or USPS service that was creditable at the time of that career appointment.
