Effective February 14, 2019, the Postal Service™ is revising the Employee and Labor Relations Manual (ELM), sections 932.11g and 932.22b, to reflect changes in uniform requirements.

Under revised section 932.11g, the type of postal retail personnel required to wear the prescribed uniform while performing work duties now includes postmasters at Cost Ascertainment Group (CAG) A-K Post Offices. Their official assignment must be at a retail counter for a minimum of 4 hours daily for 5 days per week on a continuing basis, or for not less than 30 hours weekly.

Under revised section 932.22b, Postal Support Employees (PSEs), upon conversion to career status, are not required to wait 90 days for uniform eligibility. They are considered present career employees in the regular work force who are assigned into a uniform category and have completed their 90-day probationary period.

Although the Postal Service will publish these revisions in the ELM at a later date, the standards are effective immediately.
