My supervisor told me any of the employees in my facility are allowed to bypass any task on the PM (Preventative Maintenance) or eCBM (Electronic Condition Based Maintenance) on any machine and the supervisor told me the only ones allowed to bypass a route is District. But the real problem is SMO’s are signing off tasks on the eCBM that are past due with the excuses they are going to create a Work order. In other cases, SMO’s are forcing people to close tasks already past due.
Also, I heard from another facility that they are bypassing routes if it is past due. The MS-63 explains the procedure but my supervisor told me that we do not need to follow the MS-63 for that, only District can bypass tasks. Does anyone know what is the correct procedure of who are allowed to bypass tasks and if the Supervisors are allowed to sign off tasks and create work orders? Any help is appreciated. Thanks.

If management is signing off routes they must be doing the work which entitles the affected employees ot or penalty according to time signed off. If they are not doing the work that is falsification of postal documentation (a removal offense) tell your union to file for pay at step two or contact OIG.

Our Maintenance Craft director fought management on the Supervisors closing routes. Rumor has it that is the reason our Maintenance Manager retired abruptly. His name is Thomas Tufano and I am sure he would share what he did to get management to stop signing off eCBMs.
