Can an Associate Office Postmaster promote a PTF to full time without posting the job on E-reassign? The job was posted in the Associate Office but there are no Full Time Regulars in that office that can bid. My understanding is that the next step is to post on E-reassign and THEN if no one bids the top PTF will be made full time.
