Project Title: Overtime Administration Tool
Start Date: Monday, October 4, 2021
Estimated Report Release Date: March 2022

The Overtime Administration System (OT Admin Tool) is a web-based application designed to simplify overtime administration. The OT Admin Tool is used to administer overtime for employees in the carrier, clerk, mail handler, and motor vehicle services crafts. The Postal Service developed the system to limit supervisor errors assigning overtime hours and therefore reducing related overtime grievances. The System also helps managers and supervisors assign overtime more efficiently and ensures overtime assignments are consistent with the appropriate collective bargaining agreements.

In accordance with union contracts, employees may place their names on the Overtime Desired List, and when the need for overtime arises, those employees with the necessary skills will be selected in seniority order on a rotating basis or based on equitability, depending on employee craft.

Our objective is to assess whether the Overtime Administrative System was achieving its intended goals to help managers and supervisors assign overtime more efficiently and consistently.

  • Are Postal Service processes and procedures for assigning and managing overtime using the OT Admin Tool effective?
  • Does the OT Admin Tool effectively reduce employee grievances?
  • What suggestions do you have for improving the OT Admin Tool to ensure managers and supervisors assign overtime efficiently?
