Does the USPS OT Administration Tool Help Assign OT More Efficiently and Consistently?

The Overtime Administration System (OT Admin Tool) is a web-based application designed to simplify overtime administration. The OT Admin Tool is used to administer overtime for employees in the carrier, clerk, mail handler, and motor vehicle services crafts. The Postal Service developed the system to limit supervisor errors assigning overtime hours and therefore reducing related overtime grievances. The System also helps managers and supervisors assign overtime more efficiently and ensures overtime assignments are consistent with the appropriate collective bargaining agreements.

In accordance with union contracts, employees may place their names on the Overtime Desired List, and when the need for overtime arises, those employees with the necessary skills will be selected in seniority order on a rotating basis or based on equitability, depending on employee craft.

Our objective is to assess whether the Overtime Administrative System was achieving its intended goals to help managers and supervisors assign overtime more efficiently and consistently.

The OT Admin tool looks useful, but I don’t know anyone that uses it. I wasn’t aware that it also applied to the carrier, mail handler and motor vehicle services crafts. Attached is some information on the OT Admin tool.
