The USPS is currently hiring career PTF carriers off-the-street in 67 post offices. However, the USPS is only allowing non-postal and non-career employees to apply. Attached is an example for Seattle. Why?
Without any CCAs in these post offices, nothing should prevent other career employees from applying. That was the past practice before CCAs were created about nine years ago.
This is a violation of 39 USC 1006: “Officers and employees in the postal career service of the Postal Service shall be eligible for promotion or transfer to any other position in the Postal Service or the executive branch of the Government of the United States for which they are qualified.”
Is the APWU going to allow their career employees to be excluded?
