Background
The city moved the government offices to an area outside the south-ish side of Cape (this is the poor and crime ridden area of the city) to one of the city centers at Arena Park. Many of our poorest families utilize our post office in this area to pay their bills and buy the money orders they need to do this. One of the alternatives used to be paying their city services bills in person, there are no such opportunities at the new location. Due to the mail delays and the amount of missent 1st Class mail we are seeing every single day; the city is apparently asking for funds to make an online payment system available as they are starting to have problems with US Mail.I recorded this 40 second clip from the most recent livestream of the monthly Cape Girardeau, MO City Council Meeting. This is an excerpt of a discussion regarding the problem of access for very low income and low mobility citizens who used to pay their bills at City Hall before it was moved to the Arena Park area.
These are the people who most need the US Mail to be reliable, accessible and inexpensive.
