Two key legislative priorities for the National Association of Postal Supervisors were introduced on Janaury 27. The first bill, H.R. 594, focuses on providing EAS level postal employees with procedural fairness during periodic pay talks. The second bill, H.R. 595, seeks to provide thousands of postal managers with the right to appeal adverse actions to the Merit System Protection Board (MSPB).

Rep. Gerry Connolly (D-VA) was joined by Reps. Mike Bost (R-IL), Jimmy Gomez (D-CA), and Andrew Garbarino (R-NY) in introducing H.R. 594, “the Postal Supervisors and Managers Fairness Act.” The measure would provide postal supervisors, managers and postmasters a more realistic timeline for pay talks and a more equitable way to conclude those talks. H.R. 594 dovetails with last year’s unanimous U.S. Court of Appeals decision favoring NAPS, which ruled the Postal Service failed to comply with existing law as it applies to the consultative process. Enactment of H.R. 594 could make future costly, divisive and protracted litigation unnecessary.

Rep. Connolly also introduced H.R. 595, the Postal Employees Appeal Rights Act Amendments. Joining the congressman as orginal cosponsors were Reps. Andrew Garbarino (R-NY), Brian Fitzpatrick (R-PA), Janice Schakowsky (D-IL), Raja Krishnamoorthi (D-IL), Derek Kilmer (D-WA), and Stephen Lynch (D-MA). This legislation would extend the right to appeal to the MSPB managerial level postal employees who occupy headquarters positions.
