At the Santa Ana P&DC, a new USPS Plant Manager (and former Maintenance Operations Manager), Jeff Vibbert, is apparently ramping up the Postal Attendance Terrorism policy in an effort to impress and please his bosses while laying the groundwork for a new assault on employees who choose to use their earned leave benefits.

The following document from February 2015 has resurfaced and is putting employees “on notice” by quoting sections from the Employee and Labor Relations Manual (ELM), the F-21 Time and Attendance Handbook and the Department of Labor Poster WH-142O. Management is requiring employees to sign receipt of these “Attendance Policies” notices.
