Tort claims for vehicle damage

My car was damaged, $750.00 for rebar gouging hole in bumper grille. Asked manager for tort claim form. She said I cant file one… Thats Art 27; not SF 95 which someone from this site texted me and I have for reporting damage. My question is how do I make sure this is actually submitted…

I need an assist to find PS 2146 (Tort Claim). My vehicle was damaged in the postal parking lot and I cannot find form PS 2146 or SF 95. I would prefer having this ready to hand into Manager (AO) than to ask her to print me one. Any one know where this can be…
