Subject: Subcontracting DBCS Overhaul
NBAs,
We were recently notified the USPS is outsourcing the overhaul of sixty-five DBCS. Request for Information and meeting are pending on the subject; some information has been provided (updated 54 site list dated 10/7/2025, pending dates). Maintenance has always performed baseline, and the Maintenance Overhaul Technical Service Centers (MOTCS) did the overhaul. The elimination of the MOTCS gave that responsibility to the locals; Downs and Lingberg Settlement dated 1/15/93.
The MOTCS information is also incorporated in the JCIM Article 38 pg16. Advise the locals in your respective areas of representation, of this violation.
