Eliminating mutual exchanges in the Members Only area of the APWU website in March 2016 has adversely impacted our members wishing to relocate. Did the APWU Craft Directors agree to this change?
Mutual exchanges allow two people to trade locations, but not duty assignments, and keep the seniority of the junior person. They become unassigned in their new office. The duty assignments they vacate are posted for bid in accordance with the craft articles.
Mutual transfers are governed by ELM 351.61. The prohibition against mutual exchanges between employees in different grade levels should be dropped as obsolete. The NALC did so in their 2007 contract. In addition, the prohibition against part-time flexible employees exchanging places with full-time employees is no longer appropriate. Career clerk positions on eReassign have been opened up to both FTRs and PTFs.
