Subject: Corrected Article 37.3.A.1 Creation of New Duty Assignments
Very High Importance

It is imperative, especially in function one, that locals file grievances utilizing MDAT, arguing for the creation of brand new duty assignments.

You should request (1) PSEs and the (2) Mail Processing Assistants ETC
Everything Reports for the past six months.

Make sure you request reports for full weeks.
Partial week reports MUST NOT be requested or used.

Use your CBA calendar to request full weeks.

It is critical that you file the grievances ASAP, even before you get the documentation.

You can then request a grievance extension. after you file the grievance and awaiting the ETC clock rings.

Use the 5-6 page RFI template provided to the field via the NBAs, but additionally request for the Mail Processing Assistants work hours.

In function four, you would be requesting the Clerk Assistants and PSEs.

Contact your respective NBAs for proper guidance to avoid the NBA having to withdraw your grievance because it was not documented and/or grieved correctly.

Guidance for filing Article 37.3.A.1 grievances and defending reversions/abolishments is on the 2019 All Craft Conference flash drive or you can request the information from your respective NBA.

Maximization grievances for the PTFs should be filed ASAP. We have to protect PTFs. Maximization grievances would at least guarantee them 30 hours a week instead of 2 hours a pay period for small offices.

Failure to act will be at your own risk. I hope everyone heeds this warning.
Please do NOT wait to file grievances. We have an obligation to the employees we represent.

I am not sending this out as a panic, I am sending this out so that we can take the offensive and not be a victim of the postal service’s actions/plans.

The grievances have to be filed PRIOR to the postal service giving you Article 12 excessing notice.

We should NOT be advising them to apply Article 12 even if we believe it will eventually apply.

I hope everyone had a safe and enjoyable holiday.

Please share with your APWU local leaders.
