My Plant Manager and Postmaster told me to my face that not scanning Priority and First Class parcels upon pick up/entry and waiting for that first scan until it finally reaches a P&DC APPS machine is a directive from USPS headquarters. Whether they meant Western Area HQ or Washington, I don’t know, but that is what they said to me on Friday morning. I believe that this is exactly what is driving our customers to our competitors.
